Can you play with players from various countries?

Does it work with game modes that are ranked?
Matchmaking for game modes that are ranked is based on MMR/ELO, which is determined based on your rank as well as previous games. This is totally different from skill-based matchmaking that is not ranked and is not affected by Mmoset.
